PARTNERSHIP DEVELOPMENT Partnership Development Activities India and Canada signed a bilateral science and technology (S&T) agreement in November, 2005. The purpose is to encourage, develop and facilitate cooperative activities between India & Canada in science and technology (S&T) for peaceful purposes in fields of common interest and on the basis of equality and mutual benefit. Within the context of this S&T agreement, funding mechanisms have been created in India & Canada, through which companies, universities/colleges, research organizations, or associations may seek support for joint Canada-India activities intended to generate new or expanded research and technology-based partnerships between the two countries (termed as Partnership Development Activities, PDA). For India funding and other services will be provided by the Global Innovation & Technology Alliance (GITA), a non-governmental organization, on behalf of the Department of Science and Technology (DST), Government of India and for Canada, through International Science and Technology Partnerships Canada Inc. (ISTPCanada), a non-governmental organization selected by the Canadian Department of Foreign Affairs and International Trade for this purpose. Nature of Activities Bilateral Partnership Development Activities (PDAs) aim to generate new or expand existing research and technology-based partnerships between two countries. PDAs may take the form of scientific seminars, conferences, symposia and workshops, as well as other joint initiatives that involve exchanges amongst scientists, technical experts and academics. They bring together researchers, developers, industry leaders, subject matter experts and other stakeholders from a minimum of two jurisdictions to explore novel models of R&D collaboration, and innovative ways to work cooperatively on technology solutions to existing problems. They aim to help participants (from companies, universities and innovation agencies) become more competitive by developing global research-based alliances with the potential to foster increased or expanded international R&D collaboration. The following priority areas have been identified; however, application for Partnership Development Activities in other areas will also be considered:
Indian Applicants Researchers and managers representing Indian academic institutions, research hospitals, companies (under the Indian Companies Act 1956), or other institutes which operate and are headquartered in India. Subsidiaries of firms headquartered and owned outside India are not eligible for support. Canadian Applicants Researchers and managers representing Canadian companies, academic institutions, research hospitals or other institutes which operate and are headquartered in Canada. Subsidiaries of firms headquartered and owned outside Canada are normally not eligible for support. However, recognizing that the overriding consideration is "benefit to Canada", an exception can occur if ISTPCanada is satisfied that clear economic benefit will accrue to Canada because the product or the technology will be substantially produced in, exported from or utilized in Canada. Agencies of the Crown (including Crown corporations, government institutes, government laboratories, etc.) may be participants of ISTPCanada-funded Activities but are not eligible as recipients of ISTPCanada funding. Apart from these requirements, each Call for Proposals will have certain specific criteria. These will need to be referred to for confirming eligibility and for preparation of Proposals.
